Well I have made several attempts in my demo store at getting something setup this way. Even with all of the new functionality we have in Merchant 5 the bottom line is that we just can't split up the related products in such a way. And there is no other data to work from.
Unfortunately after digging through all of the modules available for Merchant 5 the only thing I can come up with is to include the related products in the description and use the Related Product List Display for your "other products in this category" section. That is if you will be using the "other products in this category" section more often than the related products. Otherwise reverse it. No reason to make more work for youself.
And of course if I find a better way to do it or can talk one of the developers out there into creating it I will be sure to come back and post a solution.
